The Shanghai Municipal Government held a press conference a few days ago, saying that Shanghai took the lead in putting forward the overall goal of "one network to run" and "smart government" in combination with the requirements of building an outstanding global city.

Shanghai recently launched the "Work Plan for Comprehensively Promoting" One Netcom Office "and Accelerating the Construction of a Smart Government", which clearly stated that the general portal of "One Netcom Office" for Shanghai’s government affairs will be built this year. For all online and offline services for the masses and enterprises, we will gradually accept one network, only run once, and do it once, and gradually realize collaborative services, one network and the whole city.

At the same time, Shanghai will also apply new technologies such as big data, artificial intelligence and Internet of Things to improve the scientific, refined and intelligent level of government management. By 2020, the basic framework of "smart government" with overall coordination, efficient operation, accurate service and scientific management will be formed. It is understood that Shanghai is the first city at the provincial level to propose the goal of building a "smart government".

Big Data Center Reengineering Process

On April 12th, Zhou Bo, member of the Standing Committee of Shanghai Municipal Committee and executive deputy mayor, unveiled the Shanghai Big Data Center. The center is an important infrastructure for Shanghai to build a "smart government" and a big data hub platform built by collecting, interconnecting, sharing and applying data.

Zhou Bo said that Shanghai will comprehensively promote online and offline government service process reengineering, data sharing and business collaboration, and form a government service system integrating online acceptance, collaborative handling and comprehensive management, so as to reduce links, certificates, time and running times in government service, and truly realize the fundamental transformation from "people running errands" to "data running" and from "looking for departments" to "looking for the government", and improve the people and the government.

Tang Zhiping, secretary-general of the Shanghai Municipal Government, said that Shanghai’s goal of building a "smart government" is mainly based on the following considerations.

Building a "smart government" is a higher stage of e-government development after office automation and digital government, and it is also the direction of e-government development in the world. The core connotation is to use the new generation of information technology, big data and artificial intelligence technology to promote the online and offline integration of government management and public services, and realize intelligent office, intelligent supervision, intelligent service and intelligent decision-making. Shanghai has a good foundation in building a "smart city", such as advanced Internet infrastructure and technology accumulation in the field of artificial intelligence and big data. At the same time, Shanghai, as a megacity, has a large number of basic databases, including some information systems that have been well used by various departments. These accumulations can effectively support the construction of "smart government".

Tests have been made in some areas of Shanghai, and the traffic volume can be increased by 20% without adding any equipment.

In addition, to optimize the business environment and meet the highest international standards and levels, Shanghai is also making continuous efforts to open up various platforms and provide various choices. I hope that citizens can call "12345" if they have something to do, and enterprises can solve the problem conveniently. There is a citizen’s service cloud online, and there is a SME service office of the Municipal Economic and Information Technology Commission offline. Shanghai also cooperates with Internet companies to publish various government service information through "Shanghai Publishing", Tencent and Alibaba.
