This report is compiled in accordance with the requirements of the Regulations on the Openness of Government Information in People’s Republic of China (PRC) (hereinafter referred to as the Regulations) and on the basis of the 2017 annual report on the government information disclosure of the committees, offices and bureaus of Tongzhou District Government, township people’s governments and sub-district offices.

I. Implementation of "Key Points of Government Affairs Openness in Beijing in 2017" in Tongzhou District
1. Promote the disclosure of various lists of decentralization and decentralization. In 2017, a total of 1186 administrative powers 7+X lists were sorted out, including 1033 administrative powers jointly exercised by urban departments and 153 administrative powers exercised only by district departments; The responsibility list is divided into 11 categories according to 9+X items. The list of powers and responsibilities in Tongzhou District has been issued and published on the portal website of Tongzhou District Government. Through the establishment of power list and responsibility list system, the power will be transformed from closed operation mode to open and transparent, and the administrative power will be promoted to operate in a sunny and transparent way. The regulatory documents involved in the "streamline administration, delegate power, strengthen regulation and improve services" reform in Tongzhou District and those that do not meet the requirements of ecological civilization construction and environmental protection have been systematically cleaned up. It is planned to keep 86 pieces and abolish 29 pieces, and the administrative regulatory documents issued by 33 working departments and 11 township governments under the district government have been systematically cleaned up for the first time. There are 270 regulatory documents issued by various working departments under the district, 236 are planned to be retained and 34 are abolished, and the total number of regulatory documents issued in the name of each township government.
2. Promote the disclosure of regulatory and law enforcement information. Around the goal of "double randomness and one openness", 43 commissions, township governments and sub-district offices in the organization area published a list of random spot checks at the same level in the "double publicity" information column of administrative license and administrative punishment on the portal website of Tongzhou District Government, clarifying the basis, subject, content and method of spot checks and publicly investigating the results and situation.

Publicize the construction of innovative platforms such as Zhongchuang Space, Science and Technology Business Incubators, and Capital Science and Technology Conditions on the website of the District Science and Technology Commission. Focusing on the construction of science and technology innovation center, we will promote the collection of high-end innovation elements such as technology, talents and achievements, and publicize the reform of science and technology system and mechanism on the website of the District Science and Technology Commission.
4. Promote the disclosure of educational information. The enrollment policy of compulsory education in the whole region was formulated and published. At the same time, the enrollment area and enrollment number of public schools were published on the website of Tongzhou District Education Examination Center in Beijing, and the enrollment methods, enrollment processes and handling methods for children and adolescents of school age who are not registered in this city were disclosed, and a link was made on the website of the District Education Commission.
5. Promote the disclosure of medical and health information. Centralized release of comprehensive policies on separation of medicines, sunshine procurement of medicines and price adjustment of medical services, publicity of policies related to social medical services, timely and public interpretation of policies such as grading diagnosis and treatment system construction and family doctors’ contract service, and establishment of an open mechanism for handling violations.
6. Promote the information disclosure of pension services, social assistance and charity. We intensified the information disclosure on home-based care for the aged, rural mutual care for the aged, and combination of medical care and nursing care, and timely disclosed the information of community care service stations and the information of filing matters of charitable trusts. According to the results of the annual inspection and evaluation of charitable trusts, we made public policies and documents on social assistance, social donation, special care and resettlement, military rest resettlement, social welfare and other hot topics of concern to the masses.
7. Promote the disclosure of employment and entrepreneurship information. Publicize employment and entrepreneurship assistance policies through various forms and channels, actively build employment and entrepreneurship service platforms, and timely release human resources market information; Strengthen the publicity of college students’ employment service information, and go deep into colleges and universities to publicize employment and entrepreneurship policies; Focus on the publicity and publicity of special services such as "Employment Assistance Month", "Spring Breeze Action", "Private Enterprise Recruitment Month" and "People’s Employment".
8. Promote the disclosure of environmental protection information. We will comprehensively standardize the disclosure of eight categories of pollution source monitoring information, including basic information of key pollution sources, pollution source monitoring, total control, pollution prevention and control, sewage charge collection, supervision and law enforcement, administrative punishment, and environmental emergency, focusing on the disclosure of pollution source monitoring information of national and municipal key monitoring enterprises and the supervisory monitoring and online comparison test results of national key monitoring enterprises in the whole region. Timely and publicly implement the information related to the water resources management system, the river length list, the river length supervision telephone number, the management and protection objectives, the comprehensive improvement and long-term management of small and medium-sized rivers, and the protection of rivers and lakes; Continue to disclose information on the quality of water supply.
9. Continue to deepen the management of government affairs disclosure list. On April 1, 2017, the list of government affairs in key areas in Tongzhou District was officially made public to the public, covering 400 items of directory information and 2,081 items of content standards, covering areas of people’s livelihood security related to the vital interests of the public, such as education, medical and health care, social insurance, employment and entrepreneurship, social assistance, expropriation and compensation, environmental governance, and affordable housing. Guided by the list, it is convenient for the masses to query and obtain government information, and with the list as a reference, it is convenient for the masses to supervise. All commissions and bureaus, township governments and sub-district offices in the whole region have set up publicity columns for government affairs in prominent positions in their offices, and made public their responsibilities and authorities, service standards, work discipline, procedures and supervision measures by means of surfing the wall and surfing the Internet, so as to realize "sunshine work" and facilitate the people to handle it. In individual window units, convenience measures such as online business handling, online inquiry and online feedback have been carried out, and nearly 10,000 pieces of convenience service information and service items have been published and handled.
10. Strengthen the management of the public attributes of official documents of administrative organs. The administrative measures for the official document attributes of Tongzhou district government were formulated. When submitting the first draft of the document, all relevant units not only reviewed the legality of the document, but also simultaneously determined the public attributes of the document, which solved the identification of the public attributes of the document from the source. According to the "Regulations" and the relevant provisions of the state and this Municipality, if the contents of official documents involve the vital interests of citizens, legal persons or other organizations, or need to be widely known by the public, they should be determined as voluntary disclosure.
11. Strengthen public participation and political interaction. Give full play to the supervisory role of NPC deputies and CPPCC members, and at the same time use the third-party evaluation method to supervise the implementation of key engineering policies. Every year, the suggestions and proposals of the Municipal People’s Congress and the CPPCC involve the handling results of Tongzhou District (except confidential), and the full text is publicly answered. In carrying out the series of actions of "promoting implementation through publicity", Tongzhou District has regularly publicized the promotion of key projects and the implementation of major projects.
12. Strengthen the supervision of website content construction and highlight the role of government portals as the first platform. Seriously carry out the supervision and inspection of 26 government websites in the whole region, and form an inspection mechanism combining daily inspections with regular inspections. In accordance with the standards of the State Council on the construction of government websites, the inspection work is carried out regularly every month, and the inspection results are reported. In view of the units that had problems in the inspection in Beijing in 2017, the rectification of the problems was strengthened through the inspection notice and the interview with the person in charge. In the second half of the year, the websites of the whole region were all qualified in the spot check of the State Council and the inspection of municipal government websites.
II. Institutional Construction and Training Work
In 2017, Tongzhou District adjusted the leading group of government affairs disclosure to better coordinate and handle major issues of government affairs disclosure. Tongzhou District People’s Government Office, as the competent department and working organization of government information disclosure, and the district government information disclosure office, as the specific office, clarified the work responsibilities, vigorously promoted, guided, coordinated and supervised the government information disclosure work in Tongzhou District and incorporated it into the performance appraisal of Tongzhou District. The committees, offices and bureaus of the district government, township governments and sub-district offices have clearly defined the competent leaders, working institutions, staff and post responsibilities of their respective units, and made them public through the websites of each unit.
In 2017, Tongzhou District, in combination with the promotion of government affairs disclosure, set up 66 specialized agencies for government information disclosure and set up 68 access points for government information disclosure. The total number of staff engaged in government information disclosure reached 150, including 10 full-time staff and 140 part-time staff. The special funds for government information disclosure of all units reached 20,000 yuan.
Tongzhou district continues to carry out business training. First, Tongzhou District government information disclosure training and Tongzhou District training on performing their duties and information disclosure according to law were held, and experts in related fields were invited to fully explain the government information disclosure work from the legislative purpose of the Regulations, the overview of government information, the disclosure of government information, and administrative trials, and detailed explanations were given in combination with cases and actual situations. At the same time, a handbook on government information disclosure according to application was printed to facilitate staff to study better. More than 800 people participated in the two trainings. The second is to establish and improve the working mechanism of promoting administration according to law in accordance with the application, and require all departments and units to find out the problems of administration according to law in time and put forward opinions and suggestions to relevant departments by accepting the business disclosure according to the application.
Third, information disclosure data
(a) take the initiative to disclose the situation
Information update of Tongzhou district government information disclosure column. In 2017, a total of 9,200 pieces of government information were voluntarily disclosed in the whole region (a total of 78,700 pieces), of which the full-text electronic rate reached 100%. Among the information voluntarily disclosed, there are 277 pieces of institutional functional information, accounting for 3.01% of the total; There are 615 laws and regulations documents, accounting for 6.68% of the total; 255 pieces of planning information, accounting for 2.77% of the total; 99 pieces of information about administrative duties, accounting for 1.08% of the total; There are 7954 pieces of business dynamic information, accounting for 86.46% of the total.

1. Application status
In 2017, the district received 715 applications for government information disclosure. Among them, 235 applications were made in person, accounting for 32.9% of the total; 48 applications were submitted through the Internet, accounting for 6.7% of the total; 432 applications were made by letter, accounting for 60.4% of the total. The application content mainly involves the approval, announcement, compensation and resettlement plan of rural collective land expropriation, housing demolition policy and compensation method, EIA results, compulsory education policy, administrative law enforcement results, etc.
Judging from the information content of the application, the information of applying for laws and regulations documents accounts for 45.11%, the information of applying for planning plans accounts for 20.34%, and the information of applying for administrative duties accounts for 34.55%.
2. Response
Of the 715 applications received in this district in 2017, 710 applications that have reached the reply period have all been answered on schedule, and the remaining 5 applications that have not yet reached the reply period will be answered in 2018 according to the time limit. Of the 710 applications that have been answered:
236 "agreed to make public", accounting for 33.24% of the total.
43 cases were "not made public", accounting for 6.06% of the total.
There are 121 "information does not exist", accounting for 17.04% of the total.
73 cases were "not controlled by this organ", accounting for 10.28% of the total.
There were 39 cases of "the application content is not clear and needs to be corrected", accounting for 5.49% of the total.
82 pieces of "non-governmental information", accounting for 11.55% of the total.
There were 53 "consulting matters", accounting for 7.47% of the total.
63 "have been handed over to the archives", accounting for 8.87% of the total.
(three) administrative reconsideration and litigation.
In accordance with the provisions of Article 33 of the Regulations, citizens, legal persons or other organizations may apply for administrative reconsideration or bring an administrative lawsuit according to law if they think that a specific administrative act of an administrative organ in the work of government information disclosure infringes upon their legitimate rights and interests.
1. Administrative reconsideration
In 2017, there were 22 administrative reconsideration cases due to the disclosure of government information. Among them, 21 specific administrative acts were maintained and 1 was corrected according to law.
2. Administrative litigation
In 2017, there were 39 administrative litigation cases in this district due to the disclosure of government information. Among them, 27 cases maintained specific administrative actions or rejected plaintiff’s claims, and 12 cases were corrected according to law.
Fourth, the existing shortcomings and improvement measures
(1) Existing problems.
First, the number of jobs applied for is large. In 2017, a total of 715 applications were accepted, up 105% from 2016, and the complexity of content increased year by year; Second, the content of voluntary disclosure is not easy to understand, and the policy interpretation work really needs to be strengthened; Third, the level of openness of government affairs in grass-roots units needs to be further improved. Some grass-roots units are relatively weak in public work and their working ability needs to be strengthened.
(2) Improvement measures
In 2018, combined with the actual work in this area, in view of the existing problems and shortcomings, the following three tasks will be actively carried out:
First, we will further intensify the voluntary disclosure of government affairs, promote the implementation of the list of government affairs disclosure in key areas, urge and guide all relevant units to "disclose and make as public as possible" the information involved in the list, and make the government informatization that the masses really need to know as voluntary disclosure as far as possible.
The second is to strengthen policy interpretation. It is planned to introduce policy interpretation methods, standardize the work flow of policy document interpretation in Tongzhou District, and further promote the interpretation of policy documents related to people’s livelihood.
The third is to improve the level of open work according to the application. Sort out and summarize the problems in the whole process of accepting, handling and answering the application for government information disclosure, put forward operational suggestions, carry out effective training on disclosure according to the application, and improve the work level in accordance with the law and regulations.
